Minciang International Film Festival is a Kaohsiung-based initiative focused on the art of short cinema and authentic industry exchange. Through curated screenings and intimate networking events, we bridge the gap between local cinephiles, independent filmmakers, and the academic community. Our goal is to serve as a catalyst for the Southern Taiwan film industry, ensuring that local stories and student voices find their place within the broader cinematic landscape.
Centering on the art of short cinema, our program showcases a curated selection of independent productions and student films. Each screening is followed by an intimate Q&A session, inviting directors to engage directly with the audience. With free or low-barrier admission, our events are often hosted in relaxed, bar-like settings, fostering an approachable environment for genuine creative exchange

WHEN THE WIND RISES (Xia Fang Chu 下風處)

Director’s Short Bio:
Born in Kaohsiung, Chen Hung holds an MFA in Motion Pictures from National Taiwan Arts University (NTUA). His versatile career spans film editing, directing, and screenwriting. His directorial work, When the Wind Rises, has garnered significant international acclaim, featuring in the official selections of the International Film Festival Rotterdam (IFFR), Vancouver International Film Festival (VIFF), Taipei Film Awards, Kaohsiung Film Festival, and the ifva Awards in Hong Kong. The film also notably won the Blencong Award (Best Short Film) at the Jogja-NETPAC Asian Film Festival.

A 1998-born filmmaker and alumnus of the China Academy of Art, WANG HUNG-YU thrives in the realm where experimental aesthetics meet narrative grit. Deeply influenced by blood-and-gore aesthetics, they embrace violence as a stylistic tool to deconstruct traditional storytelling. WANG HUNG-YU is on a relentless quest to reinvent audiovisual language, creating visceral experiences that linger long after the screen goes dark.

A native of Kaohsiung and the eldest son of “Sue-Ah,” Kung Wan-Hsiung holds an MFA in Motion Pictures from National Taiwan Arts University. His creative portfolio spans theater, documentary, fiction, and experimental film, with a central focus on local culture and indigenous social issues. His 16mm short film, The Border, and the documentary A Bitter Taste of Home have both received numerous national awards. His recent work, When the Wind of Longing Blows, was a nominee for the 43rd Golden Harvest Awards and the 2021 Taoyuan Film Festival Taiwan Award.

Director’s Short Bio:
A versatile creator specializing in both animation and illustration, Liu Wan-lin holds an MFA from the Graduate Institute of Animation and Film Art at Tainan National University of the Arts (TNNUA). Her acclaimed work, The Egret River, was awarded the Best Animated Short at the Taipei Film Awards and received the Special Jury Award at the Golden Harvest Awards. The film has also been featured in numerous prestigious international film festivals, solidifying her reputation as a leading voice in contemporary animation.
